I believe the answer is in "different strokes for different folks". If there is a menu of all sorts of ways to obtain a bump in revenue then writers can pick and choose what works for them.

It would be a nightmare to try and find one or two ways that will appeal to everyone. I also believe when some solutions help fund themselves they will be more palatable for the company paying out the compensation cheques. Read: Medium.

Your suggestion : "If they paid for external traffic, everyone's income would jump. Vocal pays for external traffic. Even if Medium paid a reduced rate, it would still make a giant difference." I absolutely agree and right there is an item for the compensation menu.
